What Are ADD and CVD, Really?
Anti-dumping duties apply when goods are priced below “normal value” often under local market rates or cost of production. Countervailing duties offset foreign government subsidies. Both aim to protect U.S. producers but add significant compliance complexity.
Industries affected include steel, aluminum, tires, plastics, chemicals, and electronics. With evolving scope rulings, it's not always clear if your goods are covered.
CBP publishes case lists, but importers must research their exposure and declare accurately. Mistakes can lead to penalties, corrections, or seizure.
The Paper Trail: Forms 7501 and 7512
Getting ADD/CVD compliance right really comes down to documenting it correctly. The forms you file with CBP determine how your shipment is treated and what you’ll owe later.
CBP Form 7501 (Entry Summary) is where ADD/CVD duties are declared. It must show the correct case number, manufacturer ID, and rate. Filing errors, even unintentional, can lead to retroactive bills or audits.
CBP Form 7512 (Transportation Entry and Manifest of Goods) is used when goods move in-bond or into FTZs. Goods subject to ADD/CVD usually require Privileged Foreign (PF) status, locking in duties at admission. Misuse of NPF status raises CBP red flags.
